How are dogs microchipped and registered in RECS (Romania)?
In Romania, owned dogs are identified by microchip and entered in a national register. The licensed vet does the registration. Your electronic record does not replace the register, but it helps you never lose a microchip number.
Short answer
- Microchipping of owned dogs is done by the licensed vet.
- The dog is entered in RECS, the Register of Owned Dogs, administered by the College of Veterinarians.
- The legal framework was introduced by Law 258/2013, which amended Emergency Ordinance 155/2001.
- Deadlines and penalties are checked in the text in force, on legislatie.just.ro and ansvsa.ro, not from the press.
What the legal framework says (briefly)
- Law 258/2013 introduced mandatory identification and registration of owned dogs.
- Identification is by microchip, applied by a licensed vet.
- The data is entered in RECS, a register kept by the College of Veterinarians.
- The implementing norms have been amended over time. Check the consolidated version before quoting deadlines or sums to owners.
Practical examples
- An owner brings a puppy. The vet implants the microchip, registers the dog in RECS and enters the number in the record.
- An adopted dog comes for a first visit. You scan the microchip, search the number in the record and check whether it has been at the practice before.
- For EU travel, the microchip must be implanted before the rabies vaccination. See the page on the passport.
Common mistakes
- The microchip number stays only on a paper sheet and cannot be searched.
- The owner changes but the data in the record and in the register do not match.
- A deadline or fine seen in the press is repeated from memory without checking the legal text.
How 4softvet helps
- The animal record has a field for the microchip number, and the animal is searched by name, owner or microchip.
- The document register keeps the title, type, date and link of a certificate or statement.
- 4softvet does not connect to RECS and does not send data to official registers. Registration in RECS remains a separate step, done by the vet.
